I would keep the package within the approved exception workflow instead of guessing its destination. I would check the identifiers available to me and ask the lead or trained person for the correct next step. I would explain what was unreadable and what I had already checked, so someone else did not have to repeat the same work. I would continue other assigned work only as directed and avoid leaving the uncertain package where it could be routed accidentally. The goal is a clear exception, not an invented answer.
