I would first trace the report’s definition and data inputs and identify exactly when the source changed. I would compare like-for-like periods if possible and check whether missing records or a new calculation explained the apparent improvement. I would tell the stakeholder what was confirmed, what was still uncertain and when I could provide a better answer. If a decision could not wait, I would present a range or a provisional option with its limitations. I would not present the headline change as an established result before checking it. If asked for a past example instead, describe an event that really happened and give only outcomes you can support.
